The medal was first instituted in December 1876 during the reign of Tsar Alexander II. After the death of Emperor Alexander III the medal was redesigned and issued around 1894 bearing the semblance of the new Sovereign, Tsar Nicholas II. The medal was bestowed upon the lower ranks of the Police Force and to members of the Fire Brigades, who had served with distinction during a period of not less than five years. After ten years of blameless service the recipient was allowed to wear the award.
