The Star has its origins as a citation star instituted by President Woodrow Wilson in War Department General Orders Number 6 of 12 January 1918 and confirmed by Act of Congress on 9 July i918. It was established as a medal on 19 July 1932 and confirmed by Act of Congress for the U.S. Navy on 7 August 1942 and for the U.S. Army on 15 December 1942. It may be awarded to any person who, while serving in any capacity with the Armed Forces of the United States, is cited for gallantry in action.
