The fine distinguished Civil Servant’s Jubilee 1935, Coronation 1937 and Great War Police Special Constabulary group to the Permanent Secretary for the Board of Education, Sir Henry Pelham, K.C.B. Pelham the son of a President of Trinity College, Oxford, was in turn educated through Oxford University, and joined the Civil Service in 1901 with the Board of Education. He steadily rose through the ranks, being appointed Principal Assistant Secretary in 1920, Deputy Secretary in 1929, and Permanent Secretary in 1931. During the Great War he had also served in the Police Special Constabulary. For his services to the Board of Education, he was appointed a Companion of the Civil Division of The Most Honourable Order of the Bath in January 1921, and a Knight Commander of the same order in January 1933.

Sir (Edward) Henry Pelham was born on 20th December 1876 in Oxford, Oxfordshire, the eldest son of Henry Francis Pelham, President of Trinity College, Oxford, and he in turn was educated at Harrow School, followed by Balliol College, Oxford. In 1901 he joined the Board of Education, the predecessor of the Department of Education, and steadily advanced through the grades of the Civil Service, being appointed Principal Assistant Secretary in 1920, Deputy Secretary in 1929, and Permanent Secretary in 1931. During the Great War he had also served in the Police Special Constabulary.
Pelham was appointed a Companion of the Civil Division of The Most Honourable Order of the Bath, as published in the New Year’s Honours List in January 1921, and was then Knighted as a Knight Commander of the Civil Division of The Most Honourable Order of the Bath, as published in the New Year’s Honours List in January 1933. He retired in 1937, and died in Oxford on 18th December 1949.
