The regulations for this badge were approved on 18th August 1948 by the Minister of Construction of Heavy Industry Enterprises of the USSR – Pavel Aleksandrovich Yudin. They were reapproved on 22nd August 1950 by the Minister of Construction of Heavy Industry Enterprises of the USSR – Raizer David Yakovlevich.
The title ‘Honorary Builder’ is awarded to workers, and foremen who have worked on construction projects carried out by the Ministry of Construction of Heavy Industry Enterprises for at least 10 years for:
1. Achieving high production indicators for overfulfillment continuously for a year of more development standards and plans for construction and installation work.
2. For the exemplary organisation of labour, improvement of production technology and the achievement of high technical and economic indicators.
The title ‘Honorary Builder’ is conferred by the order of the Minister of Construction of Heavy Industry Enterprises and the USSR at the request of the managers of the trusts, through the main departments.
Persons who have been awarded the title of ‘Honorary Builder’ are issued the ‘Honorary Builder’ badge, which is worn on the right side of the chest.
An employee who has been awarded the title of ‘Honorary Builder’ must serve as an example of exemplary performance of his duties.
Deprivation of the title of ‘Honorary Builder’ is carried out by the Minister of Construction of Heavy Industry Enterprises and on the basis of court sentences, as well as for defamatory actions and negligent attitude to official duties.
