Anatoly Nikolaevich Bityutsky was noted as a Russian born in Warsaw in 1908, and having attained a middle school education, joined the Bolsheviks Party in 1932 before joining the Red Army in June 1941.
An instructor of the Babushkinsky District Military Commissariat, Vologda Oblast he was awarded this decoration by the decree of the Supreme Soviet of the USSR on 29th June 1945. Unfortunately there is no citation available, and it possible despite the joining date on the record card, that he had earlier served and that this is a long service award for 15 years long service.
