On November 25, 1935 under the decree of the Central Executive Committee of the USSR was established the Order of the Badge of Honor. The order description was supplemented under the Decree of the Supreme Soviet Presidium of the USSR of June 19, 1943. Its statute was finally approved under the Decree of the Supreme Soviet Presidium of the USSR of March 28, 1980.
The decree of the Central Executive Committee of the USSR of November 25, 1935 “On the establishing of the Order the Badge of Honor” explained that this order is awarded to individuals as well as to groups for the high performance in industry, agriculture, transport, commerce; for the special achievements in scientific and research, cultural and sport activity; for introducing technical improvements and inventions in all the fields of socialistic development that have a great economical significance; for the services on increasing of the Red Army fighting efficiency and the Union of the SSR defense.
The Order of the Badge of Honor is one of the first orders of the USSR. Being established before the Great Patriotic War along with the orders ofLeninand of the Red Banner of Labor it became a frequent decoration for the record-setters in work productivity of the first five-year plans. At the moment of its establishing the Order of the Badge of Honor was at the last place in the Soviet orders’ “table of ranks”.
The Order of the Badge of Honor was awarded to workers, collective farmers, teachers, doctors, scientists, artists, actors, sportsmen, musicians, writers and even students and pupils.
By the beginning of 1941 the holders of the award were over 14.5 million people including the aircraft designer A.N. Tupolev, twice the Hero of the Soviet Union G.P. Kravchenko, the excellent grain grower M.A. Posmitny, etc.
During the Great Patriotic War the order was awarded to about 66 thousand people. Among the first holders of it were the developers of the famous “Katyusha” – N.S. Butorin and A.N. Dedov, the small arms designer P.M. Goryunov, many home front toilers meeting the front needs with their heroic labor. During the war the Badge of Honor became also a military award. Only in 1942 this order was awarded to 170 participants of partisan movement. Among others it was awarded to the Red Army commanders, the state security agencies’ employees and civilians having distinguished themselves in Odessa defense.
On August 22, 1988 the Order of the Badge of Honor was renamed to the Order of Honor.
The of the Order of the Badge of Honor and the Order of Honor were awarded more than once to: the Colonel General N.F. Chervyakov, the President of the National Olympic Committee of the USSR and Russia V.G. Smirnov, the helicopters designer G.A. Akhmadeev, the State Security Committee Major General O.D. Kalugin, the Colonel and military constructor F.A. Sabirov, the ninefold world champion in gymnastics L.S. Latynina, etc. The first persons of our country also became the holders of the Order: M.S. Gorbachev, B.N. Yeltsin, V.V. Putin.
