Mikhail Maksimovich Panasyuk was born in the village of Belotin, Pluzhansky District, Vinnytsia in 1905. A Ukrainian national, he attained a middle school level of education and initially joined the Red Army in 1927.
He would have seen service during the Second World War and was involved in the Battle of Budapest receiving the campaign medal for the capture of the city shortly after the end of the war as well as the Medal for the Victory over Germany.
This award of the Order of the Red Star is almost certainly a Long Service award for 15 years service, issued to him by decree of the Supreme Soviet on 30th April 1945 whilst employed as a Guards Captain and Chief of the Clothing Supply Department of the 182nd Guards Artillery Regiment, 11th Guards Cavalry Division.
