Ivan Ivanovich Emelin was born in the village of Kladbishche, Kuvozhinsky District, Chuvash ASSR in 1912. A Russian national he finished seven grades of education before joining the Red Army in 1934.
He was first decorated with an Order of Patriotic War 2nd Class by decree of the 1st Red Banner Army on 5th October 1945, before later being decorated with this Order of Patriotic War 2nd Class by decree of the Pacific Fleet on 31st March 1946. This award does not carry a citation, possibly as a result of the nature of the award which he received whilst serving as the Chief of the Brigade Political Department, 16th Naval Infantry Brigade.
He would also receive a Medal for Combat Merits for 10 years long service in April 1945 and an Order of the Red Star for 15 years long service in November 1950.
