The medal was instituted in 1903 for police officers and policemen, as well as civilians, for preserving or restoring public order. In 1916 the award became a war decoration and crossed swords were added to the suspension. It was awarded to lower ranks for bravery in the face of the enemy. This example has crossed swords suspension and would have been awarded either in World War I, 1916-1918 or in World War II, 1940-1945.
