Herbert David Howel was born in Sheerness, Kent and attested at Westgate-On-Sea on 11th February 1901 giving his trade as a Clerk.

He served in South Africa during the Boer War as a Private (No. 7499) as part of the Volunteer Company, East Kent Regiment taking part in operations in Cape Colony, Orange Free State and Transvaal between 27th March 1901 and 6th June 1902
