Herbert Baker was born in Seasalter, Canterbury, Kent. Giving his trade as a sailor he attested at Canterbury on 29th October 1894 and then for the Militia Reserve on 21st May 1897 before being embodied on 18th January 1900 before seeing service with 3rd Battalion, East Kent Regiment during the Boer War in operations in Cape Colony and Orange Free State.
