The intention of creating a medal for ‘the current war’ was expressed by the Ministry of War on 4 November 1941 and reaffirmed on 3 July 1945 and 17 November 1948. However, it was not until 6 May 1959 that the award was finally instituted for those who had served a minimum of 3 months in the armed forces, had been wounded, had accomplished outstanding feats of arms or had been awarded the Valore Militare or the Croce al Merito di Guerra. This first version was designed by Bomisa-Aielli.
