The medal was the instituted in 1950 to replace the Medal for Outstanding Acts of 1940, itself a recreation of the Medal of Military Merit, 1916-1917. The replacement of the Republican phoenix with the crowned cipher of King George II and the introduction of a crown suspension should be seen in the context of the Civil War of 1946-1949 which ended in defeat for Republican and Communists forces and the confirmation of the monarchy. The medal was awarded to both military and civilians for exceptional service in the face of the enemy during World War II and the subsequent Civil War.
