William Percy Webb was born at Pontypool Monmouthsire on 5th November 1899 and resided at 61 Rosendal Road, West Dulwich, would serve with the Dulwich College Officer Training Corps and then having enlisted giving his trade as a Student in Law before would later be commissioned on 27th November 1917 seeing service as a Second Lieutenant and later Lieutenant with the 2nd/15th Battalion, London Regiment on the Western Front from 28th May 1918. Discharged after the Great War, he would later serve as a Special Constable with the United Kingdom Special Constabulary.
