Granted to all members of the BRCS including Voluntary Aid Detachments who had performed one year or 1000 hours voluntary service during the war and who did not receive the British War Medal for services rendered in respect of Red Cross war work. The medals were unnamed for wear only on Red Cross or similar uniform.
