Robert H. Fry was a pre-war member of the Volunteer Force and then transferred into the Territorial Force in April 1908, and was serving as a Sapper (No.60 later No.515210) with the Devon Fortress Royal Engineers, when he was awarded the Territorial Force Efficiency Medal in Army Order No.101 of April 1914. He is one of only 21 GVR bust TFEM’s to the unit. Fry went on to see service during the Great War, and is additionally entitled to the British War Medal and Victory Medal.
