The jubilee was celebrated on 29 September 1908 and the cross was conferred on 2 December of that year. It was awarded to officials of the imperial civil service and employees of state-owned enterprises in service on 2 December 1908 with at least 3 years’ service or no longer in service on that date but with at least 10 years’ service.
