Charles Oliver was born in Ross, Herefordshire and giving his trade as a Baker attested at Liverpool on 10th July 1889, he would see service at home until 25th November 1889 when he would travel to Malta, remaining there until 2nd February 1895 when he travelled to Ceylon. He would remain in Ceylon until 12th January 1897. He would then return home, receive his Long Service and Good Conduct Medal in Army Order of 254 of 1910, before being discharged on 3rd July 1910 due to the termination of his second period of engagement.
