Edward Harvey Budden was born in Portsmouth, Hants, on 11 Feb 1906 and joined the Navy on 1 Sept 1924. A clerk by trade, his first rating was Writer. He saw continuous service and steady promotion in the interwar years and was serving aboard H.M.S. Iron Duke when his Long Service medal was awarded on 24 Jul 1939.
Budden was stationed at the Royal Naval training establishment, H.M.S. Collingwood, Fareham, when war broke out and it is unknown aboard which ship he was serving later in the Pacific.
